How to Compare New-Build Apartments in Cyprus

Look beyond the headline price. Normalise the area calculation, written specifications, permit status, payment terms, location, ownership costs and the developer's track record.

Two apartments at a similar price with very different value: a standard unit beside a premium open-plan interior with sea view

To compare new-build apartments in Cyprus properly, look beyond the headline price. Normalise the area calculation, written specifications, project and permit status, payment terms, location, expected ownership costs and developer track record. The strongest option is the complete proposition that best fits your intended use, budget and risk tolerance.

Start by defining what the apartment is for

A property intended as a permanent home may require a different location, layout and specification from one intended for long-term rental, occasional use or resale. Before comparing projects, write down the intended use and the factors that matter most.

  • Who is most likely to live in the apartment?
  • How important are schools, workplaces, medical services, shops and road access?
  • Is outdoor space essential or simply desirable?
  • Will the owner live in Cyprus or manage the property from abroad?
  • What is the maximum total budget, including taxes, professional fees, furnishing and ongoing costs?
  • This prevents an attractive feature from receiving more weight than it deserves.

    Compare the same area measurements

Two apartments marketed with a similar total area may contain very different amounts of usable indoor space. Ask for a written breakdown rather than relying on one headline figure.

  • Net internal area: the usable enclosed area of the apartment and the measurement basis used.
  • Covered veranda: its size, depth, orientation and practical usability.
  • Uncovered veranda or roof garden: whether it is private, how it is accessed and what is included in the sale.
  • Common areas: whether they are included in the advertised total and how they affect the comparison.
  • Parking and storage: whether they are private, allocated, covered and shown in the contract documents.
  • Compare the price only after the components of the advertised area have been separated.

    Request written construction specifications

Words such as “premium” and “high quality” are difficult to compare. Ask each developer for a written specification schedule covering the materials, systems and allowances included in the purchase price.

    Important specification categories

  • External walls, thermal insulation and waterproofing
  • Windows, glazing and acoustic performance
  • Heating, cooling and ventilation provisions
  • Energy systems and photovoltaic provisions, where applicable
  • Flooring, sanitary ware, kitchens, wardrobes and internal doors
  • Electrical points, internet infrastructure and smart-home provisions
  • Lift, access control, parking, storage and common areas
  • Warranty and defect-reporting procedures
  • Also ask which products are fixed and which may be replaced with an “equivalent.” If a material allowance applies, request the amount in writing.

Check energy performance and likely running costs

An Energy Performance Certificate classifies a building or unit from A to H and includes information about estimated energy consumption, carbon emissions and renewable-energy contribution. Ask for the planned or available certificate and compare the underlying systems, not only the letter rating.

    Useful questions include:

  • What insulation and glazing are specified?
  • How will the apartment be heated and cooled?
  • Are photovoltaic systems private, communal or only a future provision?
  • Which equipment is included in the sale price?
  • What are the estimated common expenses?

Verify the project and permit status

“New build” can describe a project at several different stages: planning, permitting, pre-construction, under construction or completed. Ask for the current status in writing and have an independent Cyprus lawyer and, where appropriate, a technical adviser verify the relevant documents.

Planning and building permits are separate official processes administered through Cyprus's IPPODAMOS system. Buyers should avoid assuming that a marketing launch means every approval has already been issued.

Compare payment terms and contractual protection

The apartment price does not reveal the full financial exposure. Compare the reservation payment, signing payment, construction-stage instalments, handover balance and any amount linked to specific documentation or milestones.

Ask an independent lawyer to review:

  • The property and parties named in the agreement
  • The area breakdown, parking, storage and specifications
  • The expected completion and handover provisions
  • The process for changes, delays and defects
  • The payment schedule and the evidence required at each stage
  • The status of the title deed and the procedure applicable to the contract of sale
  • The Cyprus Department of Lands and Surveys explains that a contract of sale is recommended where a property does not yet have a separate title deed, including a property still under construction, and provides official information about depositing such contracts. Obtain case-specific legal advice before signing.

Evaluate location for the intended resident

Distance alone does not determine convenience. A location should be assessed according to the daily routine of the likely resident or tenant.

  • Travel time during normal traffic
  • Access to work centres, schools and essential services
  • Walkability and public transport where relevant
  • Noise, surrounding land uses and future development
  • Orientation, views, sunlight and privacy
  • Rental or resale demand for that specific unit type
  • A central apartment is not automatically better than a suburban one. The better location is the one that fits the target user and supports sustained demand.

Assess the developer, not only the development

Review completed and current projects. Where possible, visit an occupied building and speak with owners about delivery, communication and defect resolution.

Ask who is accountable for technical design, construction, handover and post-handover issues. Confirm whether these responsibilities sit with one team or several separate companies. Request important commitments in writing rather than relying on a presentation or conversation.

    Include ongoing ownership costs

Compare the expected cost of common-area electricity, lifts, cleaning, insurance, maintenance, management and any shared facilities. Amenities can be useful, but they may also increase recurring expenses.

For an investment property, test the numbers with conservative assumptions. Do not rely on an advertised rental yield without verifying achievable rent, vacancy, furnishing, management, maintenance, tax and finance costs.

    A practical comparison checklist

  • Define the intended use and maximum total budget.
  • Collect the same documents from every developer.
  • Normalise net internal, veranda, common, parking and storage areas.
  • Compare the written specifications line by line.
  • Verify planning, building and construction status.
  • Have an independent lawyer review the property and contract documents.
  • Compare the full payment schedule and total acquisition cost.
  • Evaluate location for the intended resident or tenant.
  • Review completed projects and the developer's delivery record.
  • Estimate common expenses and long-term ownership costs.
  • Conclusion

When comparing new-build apartments in Cyprus, the headline price is only the beginning. A disciplined comparison of usable area, specifications, approvals, contract terms, location, ongoing costs and developer accountability gives buyers a clearer view of value and risk.

    Frequently Asked Questions

What documents should I request before comparing new-build apartments?

Request detailed floor plans, an area breakdown, written specifications, the project's current permit and construction status, payment terms and the proposed contract documents. An independent lawyer should verify the legal documents for the specific purchase.

Should I compare apartments using price per square metre?

It can be useful only after the area definitions and included features have been normalised. Net internal area, verandas, common areas, parking, storage and specifications should not automatically be treated as equivalent.

Is the cheapest new-build apartment usually the best value?

No. A lower price may reflect differences in usable area, specifications, location, project stage or included features. A higher price also does not guarantee stronger value. Compare the full proposition against the intended use.

Why does the developer's track record matter?

Completed projects help buyers assess construction quality, communication, delivery and post-handover accountability. Marketing materials alone cannot show how a project performs after occupation.
